THE SOCIAL GEOGRAPHY OF ATHENS AND THE IMPACT OF THE CRISIS

The talk will focus on processes and patterns of class and ethnic division in
the Greek capital. Theoretically expected outcomes (social and spatial polarization, gentrification) will聽be confronted to the empirical reality of an 鈥榦rdinary鈥� metropolis. Weak gentrification, spatial
entrapment of social mobility in working-class neighborhoods and 鈥榲ertical鈥� segregation (i.e. the
vertical social and ethnic hierarchies massively present in the apartment buildings throughout the
city鈥檚 densely built areas) will be discussed as outcomes related to contextual parameters preventing聽an accelerated sociospatial polarization.

The impact of the crisis will be the concluding part of the talk. Important and precipitous changes
(sharp increase of vacancies in housing and business locales, substantial growth of homelessness etc.)聽have not (yet) affected the city鈥檚 social patterns, especially due to the almost complete standstill in the聽land and housing markets.

Dr. S茅bastien Darchen joined the School of GPEM (University of Queensland) in 2011 after being affiliated with the Faculty of Environmental Studies (91亚色, Toronto) from 2009 to 2011. Previously, he was a post-doctoral fellow at the Canada Research Chair on the Socio-Organizational Challenges of the Knowledge Economy (Teluq-UQAM, Montreal) from 2007 to 2009. He holds a PhD in Urban Studies (INRS-UCS, Montreal) obtained in 2008.

Dr. Darchen鈥檚 main research focus is on the governance of urban regeneration using Australian, American and French cities as case studies. In a similar vein, he has particular interests in globalisation and comparative urbanism. Another major research interest centres on the localisation patterns of creative industries in Australian cities focusing on the video game industry and recently on the music industry. Dr. Darchen is an Adjunct Faculty at the Faculty of Environmental Studies (FES) 91亚色U and a Faculty member of the City Institute (91亚色U) in Toronto.

The presentation sketches out the changing composition of Berlin鈥檚 cultural policymaking community: Since the 2010s, various attempts of the Berlin Senate Chancellery for Cultural Affairs (SKA) to engage with actors from the independent cultural scenes have not brought about much constructive dialogue or material improvements for the latter. When the Koalition Der Freien Szene (KFS) emerged as a new collective actor in Berlin鈥檚 art field (2012), the relationships between the cultural administration SKA and the independent scene significantly changed. Unlike pre-existing artist-led organizations and formations such as the discursive think-tank Haben und Brauchen, the Netzwerk freier Berliner Projektr盲ume und 鈥搃nitiative (NBPI), lobbying for maintaining the variety of ephemeral artistic production and presentation spaces in the city, and Rat f眉r die K眉nste, an advisory board with cultural institutions and practitioners, KFS gained a strong influence in designing new policies together with SKA. Via a systematic content analysis based on qualitative interviews with spokespeople from the transdisciplinary Koalition der Freien Szene, the multiple organizational and personnel entanglements of this new cultural policy stakeholder will be investigated. It is argued that through the emergence of this new cultural protagonist, Berlin鈥檚 cultural governance arrangement underwent a significant change and brought forth a new policy network, engaging precisely the mentioned actors from the independent scene and the administration.

With reference to the field work that she conducted in 2014 and 2015 in Istanbul and Ankara, the presenter will discuss how the Turkish Mass Housing Administration (Toplu Konut Idaresi [TOKI]) was first advertised as an institutional remedy for the affordable housing problem 鈥榯argeted to the masses,鈥� and turned out to be an 鈥榦ver-capacitated鈥� state institution which blurs the distinction between public and private spheres.

Havva Ezgi Dogru is PhD candidate in the Political Science Department at 91亚色 who specializes in urban politics, political economy and comparative politics. Her doctoral project entitled, The 鈥楤enevolent Hand鈥� of the Turkish State: Turkish Mass Housing Administration, State Restructuring and Capital Accumulation in Turkey, explores the Turkish State鈥檚 contradictory role in the housing market.
