Ontario Public Service Breakfast | School of Public Policy & Administration

Our annual breakfast in early October in downtown Toronto starts bright and early, and attracts a large gathering of students and alumni eager to hear from a government representative or senior official from the Ontario Public Service on the latest provincial policy and administration priorities. Strategic direction, vision and leadership play a crucial role in any initiative, and effective management and innovation are a must in the ever-changing and challenging environment faced by policy-makers and the public service. Always interesting for seasoned public servants and our faculty, and a valuable window into the practice of public service for new students, the event is an exciting opportunity for discussion between academia and practitioners.

2026 Ontario Public Service (OPS) Breakfast

Keynote speaker: Marian Jacko, Assistant Deputy Attorney General, Indigenous Justice Division, Ontario Ministry of the Attorney General (MAG)

Marian Jacko, a proud Anishinaabe woman from Wiikwemkoong Unceded Territory on Manitoulin Island, is a trailblazing lawyer, public servant, and community leader whose life and career have been defined by resilience, service, and a deep commitment to justice for Indigenous peoples and children.

In 2016, Marian made history as the first Indigenous woman appointed as the Children’s Lawyer for Ontario. In 2021, she returned to the Indigenous Justice Division (IJD) as Assistant Deputy Attorney General, working to improve the justice system for Indigenous peoples. Marian has received several awards for her work, including the 2020 Indspire Award in Law and Justice. She also supports Indigenous health, youth, and hockey through various leadership roles, including President of the Little Native Hockey League. She holds a Master of Laws from 91��ɫ and is dedicated to justice, community service, and helping Indigenous children and youth.

2025 Ontario Public Service (OPS) Breakfast

Keynote Speaker: DM Maud Murray, Ministry of Red Tape Reduction, Government of Ontario

Maud Murray is a transformative public sector executive and currently serves as Ontario’s first Deputy Minister of the Ministry of Red Tape Reduction. With a distinguished career spanning law, policy, and senior government leadership, Maud is spearheading innovative reforms that are modernizing regulatory frameworks, streamlining

government processes, reducing administrative burden, and unlocking opportunities for economic growth across the province.

She is helping Ontario build a more agile, responsive, and business-friendly public service. Maud is widely recognized for her strategic legal acumen, collaborative approach to problem-solving, and ability to translate bold ideas into measurable impact.

An immigrant to Canada, Maud’s personal and professional journey reflects a deep commitment to public service excellence, resilience, and purpose driven leadership. She holds a master’s degree in literature, a Juris Doctor, and is a member of the Ontario Bar.

2024 Ontario Public Service (OPS) Breakfast

Keynote Speaker: Shannon Fuller - Deputy Minister, Policy and Delivery, and Associate Secretary of Cabinet. The Cabinet Office, Government of Ontario

Shannon Fuller is the Deputy Minister of Policy and Delivery in the Cabinet Office and
Associate Secretary of the Cabinet.
Since joining the Ontario Public Service in 2000, she has held positions in a variety of
ministries including the ministries of Colleges and Universities, Education,
Intergovernmental Affairs, Municipal Affairs and Housing and Cabinet Office
Communications.

She holds a Specialized Honours Degree in Public Policy and Administration from 91��ɫ
University and a Master’s in Public Administration from the University of Victoria

2023 Ontario Public Service (OPS) Breakfast

Event highlighted the SIU: Yesterday, Today, and Tomorrow.
Keynote Speaker: Joseph Martino, Director - Special Investigation Unit, Ministry of the Attorney General.

Joseph Martino is a lawyer in the province of Ontario (Canada) and the director of the Special Investigations Unit, the province's civilian agency responsible for the independent investigation of incidents in which the police have caused serious injury or death, are the subject of a sexual assault complaint, or have discharged a firearm at a person. His statutory duty is to decide whether there are reasonable grounds in the evidence to proceed with criminal charges against the officer or officers under investigation.

Mr. Martino is a graduate of the University of Toronto, Faculty of Law (1997) and the Public Policy, Administration and Law graduate program at 91��ɫ (2016).

Mr. Martino has published articles in the areas of policing practices, disclosure and production in criminal cases, leadership, and children’s rights. He is also the co-author of ��󲹲Բ�’s Police Manual of Arrest, Seizure and Interrogation.

Event focused on Indigenous justice with a special talk by guest speaker Kate Forget, legal counsel, Indigenous Justice Division (IJD) at Ontario Ministry of the Attorney General.

The event hosted a number of faculty, students, invited guests and alumni in-person at a downtown location. Forget delivered a keynote speech titled “Advancing Indigenous Justice” and shared her experience and work on both MMIWG (Missing and Murdered Indigenous Women and Girls) and inquiries into racism and policing in northern Ontario, as well as discussing the real and lived consequences of colonialism on organizations and individuals.

Event focused on anti-racism with a special talk by guest speaker Nosa Ero-Brown, Assistant Deputy Minister at Ontario’s Anti-Racism Directorate (ARD).

The event took on a hybrid form, hosting a number of faculty, students and alumni in-person at a downtown location and also virtually over Zoom. Ero-Brown, with over a decade of experience in promoting the values of equity, fairness and justice across government platforms, delivered a keynote speech titled “Anti-Racism in Ontario: Strategy and Action” and shared an overview of the ARD, anti-racism challenges, as well as best practices and strategies for organizations and individuals.

Event focused on creating the conditions for public service innovation and excellence by building an engaging workforce culture enabled by talented, inclusive leaders

Brian Fior, Ontario’s Chief Talent Officer and Associate Deputy Minister, Office of the Public Service Commission Treasury Board Secretariat, served as the keynote speaker at the event and provided an insider’s perspective into a new strategy for the public service titled The OPS Inclusion and Diversity Blueprint. The Blueprint is a roadmap to harnessing diversity to create a public service workforce for the future.

The 2019 event focused on the Ford government’s recent large-scale reorganization of the OPS, and the challenges and opportunities involved in the process. Janet Menard, Deputy Minister of Children, Community and Social Services and Deputy Minister Responsible for Women’s Issues, accepted the School’s invitation to serve as the keynote speaker at the event this year and provided an insider’s perspective into how the public service manages such transformations.

The 2018 event featured Ontario’s Auditor General Bonnie Lysyk as keynote speaker. Other attendees included former 91��ɫU president Ian MacDonald and Anthea English, former Assistant Comptroller General for Internal Audit at the Treasury Board of Canada Secretariat. In her remarks, Lysyk focused on the role of the Auditor General, the Standing Committee on Public Accounts as well as several high profile reports she and her office have recently worked on including Ontario’s Pre-Election Report; the Fair Hydro Plan; pension accounting issues related to Ontario Teachers’ Pension Plan (OTPP) and Ontario Public Sector Employees Union Pension Plan (OPSEUPP); and select 2017 and 2018 Value-for-Money Audits.

The Hon. Michael Coteau, Minister of Children and Youth Services and Minister Responsible for Anti-Racism, delivered the keynote address of the event on combatting systemic racism – the foundation of Ontario’s three-year Anti-Racism Strategic Plan. Other attendees included Akwatu Khenti, Assistant Deputy Minister with the Anti-Racism Directorate; George Bancroft, Policy Advisor with the Ministry of Children and Youth Services; Greg Sorbara, 91��ɫ Chancellor and Barbara Hall, former mayor of Toronto and Chief Commissioner of the Ontario Human Rights Commission.

The 2016 event featured the Honourable Deborah Matthews, then serving as the chair of Cabinet, minister of Advanced Education & Skills Development, minister responsible for digital government and deputy premier of Ontario. Matthews covered a range of issues, including women’s involvement in elected office, their impact on public policy decisions and the interaction with the non-partisan professional public service.

91��ɫ alumnus Steve Orsini was the guest speaker at the annual Ontario Public Service (OPS) Breakfast, presented by the School of Public Policy & Administration (SPPA) on Oct. 1, 2015. Orsini, who graduated from 91��ɫ with an MES and now serves as the secretary of cabinet, head of the OPS and clerk of the executive council, provided an inside look at government through his keynote speech “Leadership in a Dynamically Changing World.”
