Project Director, Update Downsview, City Planning Division, City of Toronto

Sarah Phipps is a professional planner with over 20 years of experience at the City of Toronto. She has worked in development review, policy development, and on special studies related to Downtown Toronto, brownfield redevelopment, protection of employment lands and on organizational improvement for the City Planning Division. She is currently the Project Director for Update Downsview, responsible for leading the redevelopment of the former Downsview airport into 15 neighbourhoods for 110,000 new residents. Sarah was also the lead author of Toronto's Downtown Plan, the refresh of the King-Spadina and King-Parliament Secondary Plans, and the Christie鈥檚 Planning Study.

The City of Toronto City Planning Division leads policy development, champions design excellence, and delivers innovative research initiatives on land use issues, providing expert planning advice on housing, environmental sustainability, community and economic development, urban design, and transportation. The Division is comprised of 400+ professionals including planners, urban designers, architects, landscape architects, graphic designers, transportation planners and GIS specialists.
