TORONTO, Feb. 6, 2025 鈥 Using data from the latest census, 91亚色 researchers from the Faculty of Health found Canadians who identify as gender diverse experience disability at rates much higher than their cis counterparts. In particular, non-binary individuals consistently had the highest levels of disabilities, followed by binary-transgender individuals.听

Research lead says the findings 鈥 the first of their kind, as Canada is the first country to collect census information on gender identity 鈥 point to an urgent need for policymakers and the health-care system to better support trans and non-binary individuals.

鈥淐anada just started collecting gender-identity data in the national census in 2021 and that gave us a rare opportunity to explore experiences of these groups at a national scale that's never been done before,鈥 says Chum, Canada Research Chair in Population Health Data Science. 鈥淭hings like discrimination, being misgendered, having to explain their gender to other people, and feeling invisible in health-care settings are common experiences for gender non-conforming people. It鈥檚 a lot to carry, and it can take a toll over time, especially on mental health.鈥

Other 91亚色 researchers involved in the study include postdoctoral fellows and researchers at the at 91亚色, Yihong Bai, Peiya Cao, and Kristine Ienciu.

Because of Canada鈥檚 unique data collection, the study looked at a large sample of gender-diverse individuals 鈥 110,000 were identified in the census 鈥 the researchers were able to dig into results for different groups of gender-diverse individuals, revealing specific vulnerabilities, says Cao. 鈥淢ost studies are looking at smaller samples, so they cannot desegregate the data in that way.鈥

They used the term activity limitations in the study rather than disability to reflect updated language by the World Health Organization. The limitations they were specifically looked at were difficulty seeing, difficulty hearing, challenges with mobility such as walking, cognitive activity limitations (previously called cognitive disabilities), mental health limitations, and 鈥渙ther鈥 which encompasses limitations lasting longer than six months.

Among the findings of the study recently published in Preventative Medicine, :

鈼      Non-binary individuals assigned female at birth (AFAB) reported the highest level of activity limitations, with more close to 75 per cent reporting at least one, followed by more than 60 per cent of non-binary individuals assigned male at birth (AMAB), nearly 45 per cent of transgender men, and close to 35 per cent of transgender women reporting limitations. Cisgender men and cisgender women had the lowest reported limitations at around 20 per cent.

鈼      Of all the categories the researchers looked at, mental limitations showed the largest disparity, with nearly 40 per cent of non-binary AFAB individuals affected, compared to less than five per cent of cisgender men.

鈥淭hese findings were persistent across household income level and age,鈥 says Bai. 鈥淲e thought there would be a disparity, but we didn't imagine the disparity was that large before we saw the results.鈥

These findings highlight significant disparities in activity limitations across gender identities, say the researchers, and the need for better policies and support systems, emphasizing inclusive health-care training and environments.

鈥淲hen we look at the clinical literature, it shows it鈥檚 important for health care to be inclusive and supportive of these groups. So this could mean training doctors and nurses to better understand their unique challenges, making sure medical forms and environments are not assuming binary gender, providing easier access to things like gender-affirming care, and addressing mental health issues can help,鈥 says Chum.

Two years after devastating wildfires razed 90 per cent of Lytton, B.C.,  and residents remain displaced and .

This summer, , including almost the entire population of Yellowknife, due to a wildfire.

The year 2023, in fact, marked Canada鈥檚  wildfire season, with nearly 19 million hectares of forest scorched by mid-October.

Unfortunately the cycle of disaster and displacement is not new in Canada, according to the . It indicates 351 disasters took place from 2000-2020, resulting in the displacement of an estimated 569,224 people and almost $20 billion in costs.

Humanitarian approach

Canada faces a , and the impact and financial costs of these crises are .

In 2022, Canada saw , more than five times higher than the annual average over 1983 to 2008. This 鈥渘ew normal鈥 includes annual multi-billion-dollar insured losses following increasingly destructive climate-driven events.

Canada鈥檚 response to climate-related disasters follows a familiar pattern 鈥 local authorities and provincial and territorial resources become overwhelmed, prompting the federal government and the Canadian Armed Forces .

This reliance on the army as a 鈥溾 for domestic emergencies is costly and logistically challenging.

Essentially, Canada鈥檚 approach mirrors the humanitarian approach to international crises. However, these recurring disasters  the armed forces鈥 capacity to respond effectively, leading to  of how Canada currently handles environmental disasters.

Fundamentally, humanitarianism involves saving lives and safeguarding vulnerable populations. Internationally, humanitarian aid focuses on immediate necessities during emergencies, sometimes in contrast to international development aimed at enhancing long-term human well-being.

Unfortunately, investments in long-term international development  for years, while global spending on short-term humanitarian assistance reached nearly  in 2022.

Deferring investments

Many governments apparently prefer responding with humanitarian aid after disasters, rather than supporting development activities that would reduce disaster impacts. That鈥檚 problematic.

Federal and provincial governments have deferred expensive investments that would reduce the impact of extreme weather events, just as they continue  from oil and gas extraction.

This 鈥溾 is the impetus behind Canada鈥檚 first National Climate Adaptation Strategy introduced earlier this year. The gap is evident in the  from high-emitting provinces over the federal government鈥檚 clean electricity targets and its goal of reaching net-zero emissions by 2050.

Despite the fact that a  of Canadians support increased investments in climate action, governments continue to pass the buck on climate policy. Instead, endless debates over carbon pricing monopolize much of the public discussion on climate policy.

In doing so, governments are in effect creating different classes of Canadian citizens. Rural, remote, northern and Indigenous communities located further from southern cities and emergency management resources will remain reliant on the Canadian Armed Forces to come to their aid in times of crisis.

If the frequency of such disasters increases while the army鈥檚 capacity to respond is already strained, then these communities will continue to experience humanitarian responses that do little to protect their communities in advance and fail to support reconstruction or strengthen community resilience for the future.

Policy choice

This shortfall in climate adaptation and preparedness is a policy choice that has significant implications for Canadians.

The current humanitarian model for responding to environmental disasters is politically expedient, but it鈥檚 neither cheap nor effective. It is also contrary to our understanding of sovereignty.

Sovereignty involves a  in which governments pledge to protect their citizens in exchange for their loyalty to its institutions and constitutional order.

Protecting citizens requires defending them when threats arise and preparing for those threats. When governments fail to adequately safeguard their citizens, respond only after crises have already begun or neglect long-term needs, they fall short of their responsibilities.

As residents of one of the world鈥檚 wealthiest nations, Canadians should demand greater accountability from their governments to reduce the need for last-minute humanitarian efforts in the face of climate-related disasters in their communities.

OTTAWA, October 20, 2016 鈥 Homelessness in Canada remains at crisis levels, but for the first time in more than 25 years, there is hope, according to the released today in Ottawa by the Canadian Observatory on Homelessness and the Canadian Alliance to End Homelessness.

The report presents recommendations to the Government of Canada for the upcoming National Housing Strategy and shows not only how homelessness could be eliminated, but that ending homelessness is achievable and affordable.

鈥淚t鈥檚 great to know that Canada is coming back to a National Housing Strategy,鈥 said , director of the at 91亚色. 鈥淭his is an opportunity to correct more than 25 years of inadequate investment, which has led to our current affordable housing crisis. It is also an opportunity to end homelessness in Canada once and for all."

鈥淲e agree with the government鈥檚 National Housing Strategy objective to ensure all Canadians have safe, decent and affordable housing,鈥 says , president of the . 鈥淏ut we must act most urgently for those for whom a lack of housing can be a matter of life and death 鈥 people experiencing or at risk of homelessness.鈥

The report recommends an investment of $4.474 billion in 2017-2018 or $43.788 billion over a 10-year period, representing an annual increase of $1.818 billion more than the federal government is projected to spend on affordable housing in 2017-2018. That is only an additional $50 per Canadian annually or less than a $1 per week to prevent and end homelessness in Canada. It鈥檚 worth noting that homelessness currently costs the Canadian economy over $7 billion per year.

鈥淭he good news is we know what to do to solve homelessness: targeted affordable housing investment, community systems planning, Housing First, prevention and federal leadership will get us there,鈥 said Gaetz. 鈥淎nd importantly, we also know solving homelessness will be far cheaper than ignoring it.鈥

Modern mass homeless in Canada is primarily the result of shrinking federal investment in housing beginning in the 1980s. 听As homelessness in Canada has grown, the face of homelessness has changed. What began as a phenomenon primarily impacting older single men now includes women (27 per cent of the homeless population), seniors (24.4 per cent of shelter users), and youth (18 per cent of the homeless population). Indigenous Peoples are 27 to 33 per cent of shelter users and are 10 times more likely to use homeless emergency shelters, yet only represent only 4.3 percent of the Canadian population.

State of Homelessness in Canada: 2016 key recommendations:

  1. Adopt a national goal of ending homelessness with clear and measurable outcomes, milestones and criteria
  2. Renew and expand Homelessness Partnering Strategy focusing on Housing First, prevention and building coordinated homelessness systems
  3. A new federal/provincial/territorial framework agreement that defines local leadership on homelessness and housing investment
  4. Targeted strategies to address the needs of priority sub-populations including youth, veterans and Indigenous peoples
  5. Retain and expand existing affordable housing stock
  6. Implement a National Housing Benefit
  7. Affordable housing tax credit
  8. Review and expand investment in affordable housing for Indigenous peoples

Homelessness by the numbers:

  • 35,000 Canadians are homeless on a given night. 235,000 Canadians are homeless at some point every year.
  • In the last 20 years Canada's population has grown more than 30% but federal funding for affordable housing has dropped more than 46 per cent. This has meant at least 100,000 units of affordable housing were not built.
  • Today over 1.5 million Canadian households live in core housing need, with over half of those households living in extreme core housing need (living in poverty and spending over 50 per cent of their income on housing).
  • There has been a steady decline in the number of Canadians using shelters in the last 10 years. In fact, in 2014 there were almost 20,000 fewer people using emergency shelters than in 2005
  • While there are fewer people using shelters, but those that are using them are staying longer.
  • The national occupancy rate 鈥 how full shelters are 鈥 increased by more than 10% between 2005-2014
  • Most shelter stays are brief with youth and adults staying on average 10 days. But for seniors (50+) and families, the average length of stay is twice as long

In what ways have African religious movements shaped or affected Western states and society and what are the implications for theories on the relationship between the Global North and the Global South?

That will be the core question underpinning a scholarly conference at 91亚色鈥檚 Osgoode Hall Law School on Friday, April 29, 2016 that will bring together leading intellectuals and practitioners in law and other disciplines from Canada and beyond to listen to each other鈥檚 prepared papers, engage in debates, and work toward the formation of an international research network.

The conference will offer a unique platform for national and international academics and religious leaders to examine this question in-depth from an interdisciplinary lens and exchange ideas with the purpose of moving the research agenda on faith-based activism among continental and diasporic Africans forward.

The 91亚色 community is disappointed to hear about the position taken in the permanent residency application of one of our celebrated academics, Felipe Montoya. Professor Montoya was notified by Citizenship & Immigration Canada (CIC) that his 13 year old son has been deemed "inadmissible" because he has Down Syndrome.

Professor Montoya remains in Canada and has 60 days to respond, after which the CIC will make a final decision about the application. If the decision is negative, Professor Montoya plans to appeal.

鈥淣ot only does Felipe exemplify the incredible contributions of immigrants seeking new lives in Canada, he is also an active leader in 91亚色鈥檚 and Ontario鈥檚 internationalization efforts,鈥 said Rhonda Lenton, Provost and Vice-President Academic, 91亚色.

Professor Montoya is currently the Director of the Las Nubes Project, a rainforest in Costa Rica which was generously donated to 91亚色 by Dr. Woody Fisher. He holds the James and Joanna Love Chair of Neotropical Conservation, dedicated to protecting this rainforest habitat through an agreement with Costa Rica's Tropical Science Center.

鈥淔elipe and his family have my full support, the support of President Shoukri, the Faculty of Environmental Studies and Las Nubes donors,鈥 said No毛l Sturgeon, Dean of the Faculty of Environmental Studies. "We urge Citizenship & Immigration Canada to seek whatever flexibility they have to award Professor Montoya and his family permanent residency and avoid the loss of a respected professor who is leading an innovative conservation project in Costa Rica on behalf of our University.鈥

91亚色 welcomes the appointment of six听new Canada Research Chairs and two renewed Canada Research Chairs.

Tier 1 CRCs will receive $1.4 million over seven years and Tier 2 CRCs will receive $500,000 over 5 years. The CRC is part of a package of CRC appointments announced by The Honourable Kirsty Duncan, Minister of Science today.

In all, the government announced an investment of $260 million to fund the appointment of 305 new and renewed Canada Research Chairs at 53 Canadian degree-granting post-secondary institutions. In addition, Minister Duncan announced $342 million through the Research Support Fund to cover the indirect costs of research at Canadian institutions, as well as $17 million in infrastructure support for the Canada Research Chairs Program through the Canada Foundation for Innovation.

鈥91亚色 is delighted to welcome 6 new Canada Research Chairs and two successful renewals.听 The CRC program which helps to support some of the world鈥檚 best researchers in building their innovative research programs continues to make a strong contribution to the development of research at 91亚色,鈥 said Robert Hach茅, vice-president research & innovation at 91亚色.

Peter Backx, Professor in the Department of Biology, Faculty of Science, is Canada Research Chair in Cardiovascular Biology (Tier 1).听 His research program focuses on Atrial fibrillation (AF), the most common arrhythmia, which severely impairs heart function, contributes to heart disease progression and is the major cause of stroke. Although exercise provides enormous cardiovascular benefit, excessive exercise can also induce AF.

His research program will determine the molecular and genetic mechanisms involved in AF induction by cardiovascular disease, reveal the modulating influences of exercise, and identify novel approaches for treating and preventing AF.

Rosemary Coombe, Professor in the Departments of Anthropology and Social Science, Faculty of Liberal Arts & Professional Studies, is Canada Research Chair in Law, Communication, and Culture (Tier 1). She will continue to build a larger research program which explores the proliferation of cultural rights in international policy fields that simultaneously enable new forms of informational capital, afford new opportunities for communities to exercise political autonomies on cultural grounds, and enable the revitalization of living and customary law in resource management.

While mapping an unexplored transnational political actor network that has institutionalised new understandings of biocultural rights and responsibilities, she considers the development of new technologies for community environmental and political self-government.

Christopher Kyriakides, Associate Professor, Department of Sociology, Faculty of Liberal Arts & Professional Studies, is Canada Research Chair in Socially Engaged Research in Race and Racialization (Tier 2).

Kyriakides' 'Racialized Reception Contexts' research program focuses on configurations of racialization in relation to the meaning of 鈥楨ast/West鈥, 鈥楽outh/North鈥 and articulations of racism and nationalism in the reception of refugees in Europe, North America and the Middle East. His research is guided by the understanding that racialization, particularly in light of the post-9/11 鈥榳ar on terror,鈥 works with the historical conditions of racism specific to a given national formation, but in a dynamic global context. The initial five-country analysis, including Canada, the United States, Italy, Greece and Jordan, will examine the extent to which policy instruments and media discourses related to the 鈥榞lobal refugee crisis鈥 negatively impact on racialized communities in each reception context.

Deborah McGregor
, Associate Professor at Osgoode Hall Law School and Faculty of Environmental Studies, is Canada Research Chair in Indigenous Environmental Justice (Tier 2).听 McGregor is working to advance the theory and practice of environmental justice scholarship by engaging with Indigenous intellectual traditions.

Her research program seeks to develop a distinctive environmental justice framework based on Indigenous knowledge systems and the lived experience of Indigenous peoples. Her research will provide a much deeper understanding of environmental injustices facing Indigenous peoples, and even more importantly, lead to viable approaches to addressing such challenges.

Doug Van Nort, Assistant Professor in the Digital Media Program and the Department of Theatre in the School of Arts, Media, Performance & Design, is Canada Research Chair in Digital Performance (Tier 2). His research focuses on the exploration of collective expression and creation in digitally-mediated performance. His work examines questions of instrumentality, gesture and human/machine agency in the context of envisioning new forms of interdisciplinary creative expression. He develops international cross-disciplinary collaborations as case studies and new software/hardware interactive technologies as support mechanisms in the pursuit of new forms of embodied aesthetic knowledge.

Van Nort is the founding director of AMPD鈥檚 new DIStributed PERformance and Sensorial immersion (DisPerSion) Lab, a space featuring reactive, intelligent digital media where researchers and practitioners in experimental music, dance, theatre and computation come together to explore how we sense, process and听interact with the performing arts in the post/digital age.

Sean Tulin, Assistant Professor, Department of Physics & Astronomy, Faculty of Science, is Canada Research Chair in Particle Physics and Cosmology (Tier 2).听 The existence of dark matter is one of the Universe鈥檚 great mysteries. All stars, planets, and interstellar gas are made from atoms, and yet atomic matter represents only 15% of the total matter in the Universe. The remaining 85% is dark matter. Dark matter provides the cosmic foundation for galaxies to form, but its microphysical properties remain unknown.

Tulin鈥檚 research provides new directions toward discovering dark matter鈥檚 elusive particle nature. By combining astrophysics, particle theory, and cosmology, he is developing new ideas to illuminate dark matter鈥檚 particle dynamics through its effect on cosmic structure.

Graham Wakefield, Assistant Professor in the Department of Visual Art and Art History and the Digital Media Program in the School of the Arts, Media, Performance & Design and the founding director of the Computational Worldmaking lab, is Canada Research Chair in Interactive Information Visualization (Tier 2). 听His research will advance content creation and interaction design of immersive experiences in virtual and augmented realities, which are becoming ubiquitous in media, entertainment and the arts, by intensifying dynamic visualization and rich participation in increasingly open-ended 鈥渨orlds鈥.

Cutting across work in generative art, computer graphics, human-computer interaction, artificial life, complex systems and compiler technology, Wakefield鈥檚 research program reinforces influential work being done at 91亚色 in augmented reality, computer vision, stereoscopic cinema and ubiquitous screens, and will result in transferable research, open-source tools and novel creative works.

Jianhong Wu, Professor in the Department of Mathematics and Statistics and Director of the 91亚色 Institute for Health Research, is Canada Research Chair in Industrial and Applied Mathematics (Tier 1). Wu鈥檚 research investigates disease modelling through Mathematics.

His fundamental research is inspired by and applied to real life applications in pattern recognition of complex data, prediction of transmission dynamics and spatial spread of communicable diseases, evaluation of mitigation strategies for controlling disease spread and biological invasion. His research program will incorporate the training of highly qualified personel into its highly interdisciplinary research projects and outreach activities so that curriculum development, industrial outreach, policy impact, interdisciplinary collaboration and development of fundamental research are well integrated.
