TORONTO, February 27, 2018 – 91��ɫ President & Vice-Chancellor Rhonda Lenton applauds the Government of Canada for its significant investment in research that will ensure Canada remains competitive and a leader in the global economy.

In presenting his 2018 federal budget, Minister of Finance Bill Morneau announced a nearly $4 billion boost over five years into Canada’s research system. The investments announced in the Budget will strengthen Canada’s capacity for ground-breaking discovery research, provide funding for equipment and tools to support research, help attract and retain talented people, and foster the culture of innovation that Canada needs to thrive in the globally competitive research environment.

“Today’s budget sends a strong message that the Canadian government recognizes the importance of investing in both applied and discovery-based research and strategic research infrastructure, enabling Canada’s universities to build on their strengths in advancing creativity, knowledge production and commercialization potential, and ensuring that Canadian expertise is at the global table, contributing solutions to the world’s most challenging problems and helping to drive the economy forward,” said Lenton.

The support for research delivered by the Government of Canada through the three federal granting councils (SSHRC, NSERC, CIHR) is vital to the success of Canada’s researchers. 91��ɫ is pleased to see the government commit to investing $925 million over five years and a commitment for ongoing funding for all three granting councils. In addition, the budget includes a commitment to create a new tri-council fund to support international, interdisciplinary, fast-breaking and higher-risk research.

91��ɫ is pleased with the government’s commitment to increased and sustained funding to support state-of-the-art infrastructure through the CFI, funding projects that fuel research by investing in research-specific facilities and equipment. This investment of $763 million over five years will help to realize the development of strategic research facilities, enabling universities to leverage matching funds from provincial governments, private-sector partners and other supporting contributions from non-profit sector organizations and private donors in the development of world-class research facilities and centres.

The budget also makes commitments that will increase diversity in research and help develop Canada’s next generation of research leaders. This commitment is in complete alignment with 91��ɫ’s values and strategic priorities and we are pleased to see this commitment by the Federal Government.

Lastly, the government’s commitment to increase the Research Support Fund by investing $231.3 million over five years will provide 91��ɫ with additional resources to cover indirect costs of research.

Major upgrades and additions to vital labs, teaching facilities and services

TORONTO, February 17, 2017 – An infusion of $113 million from the Governments of Canada and Ontario, and 91��ɫ, will modernize labs in the Faculties of Science and Health, create a new building for the Schulich School of Business, and boost energy-efficient cooling and power for 85 buildings on 91��ɫ’s Keele Campus. The investment will create exciting opportunities for the next generation of researchers and students who inspire progress at home and around the globe.

The federal government will provide $40.8 million to 91��ɫ through its Post-Secondary Institutions Strategic Investment Fund, the Hon. Judy Sgro, MP Humber River-Black Creek, announced at 91��ɫ today. The provincial government, represented by the Hon. Steven Del Duca, Minister of Transportation and MPP Vaughan, will provide $6.6 million and 91��ɫ will invest more than $65 million, for a total of approximately $113 million.

This funding will ensure that our researchers, faculty and students have the resources they need to conduct cutting-edge research that will position Canada as a leader in science, health and business innovation. The improvements will be made over the next two years.

The funding will be used to:

• convert the 48-year-old Farquharson Life Sciences building into a modern academic and research building using sustainable practices, renovate labs in three other buildings on the Keele campus, and create biology labs at Glendon, 91��ɫ’s bilingual campus;
• build an environmentally-sustainable 67,000-square-foot building linked to the existing Schulich School of Business, to support research, global programs and Centres of Excellence;
• and upgrade equipment in the Central Utilities Building to provide more energy-efficient and reliable heat, cooling and power to 91��ɫ’s 85 buildings.

The investment in 91��ɫ is part of the federal government’s $2 billion fund to modernize research and commercialization facilities at Canadian universities, colleges and polytechnics, improve the environmental sustainability of those facilities and promote economic activity across Canada. These 91��ɫ projects met the extensive funding criteria of the Post-Secondary Institutions Strategic Investment Fund that include being shovel-ready for completion by April 30, 2018; promoting innovation and long-term economic growth through improved or expanded research, innovation or commercialization spaces; and/or improving the environmental sustainability of research and innovation-related infrastructure.

This strategy, coupled with the fact that 91��ɫ has long been on the forefront of research and cutting-edge development, means 91��ɫ’s role is one that must expand in ways that assures the University has the tools needed to do the job effectively. Backgrounder: Strategic Investment Fund projects at 91��ɫ

The Major Science Building Renewal Project ($48M total cost ��including $18.7M Federal, $4M Provincial, and $25.3M 91��ɫ) will enhance 91��ɫ’s research and innovation productivity by modernizing four Science and Health research buildings on the Keele campus and creating two modern Biology labs at the Glendon Campus.
−Major renovation of the Farquharson Life Sciences building, which opened 48 years ago, will create a modern world-class research and academic building. As part of this renovation, the Muscle Health Research Centre will be transformed into a cutting-edge facility for the molecular, cellular and whole-body study of the importance of skeletal muscle to the overall health and wellbeing of Canadians. This lab facilitates the study of muscle biology in the broadest terms, including muscle development, disease, metabolism, blood supply, injury and regeneration, as well as adaptation to acute and chronic exercise. Anatomy labs will also be renovated. The Farquharson Life Sciences building renovation will also include the transformation of 10 research labs in the Faculty of Science into state-of-the-art, modern, collaborative research spaces that will enhance and expand research on the underlying molecular mechanisms of cardiovascular disease and diabetes, cell biology and genetics, environment influences on aquatic animals, and more. The Farquharson building will be renovated to LEED standards and will incorporate sustainable features such as improved daylighting, recycled content and high performance HVAC infrastructure.
−Renovations in other science buildings whose equipment, lab spaces and finishes are at the end of their service life.
−Creation of Biology labs at 91��ɫ’s bilingual Glendon campus for the new Bachelor of Science program.
−Air quality improvements and reductions in energy consumption by modernizing more than 100 fume hoods and building automation HVAC systems and improving building envelope thermal performance.

The Schulich School of Business expansion (almost $50M total cost including $15M Federal and almost $35M 91��ɫ and Schulich’s Leading Change fundraising campaign) will enable 91��ɫ’s internationally-acclaimed business school to provide facilities and services for its expanding academic and research agenda.
− Set to open in early 2018, a new 6,495-square-metre facility (67,000 square foot) facility, linked to the existing building, for new global programs, faculty researchers, and support of Schulich’s Centres of Excellence, including Schulich’s new Brookfield Centre in Real Estate and Infrastructure; Schulich’s Centre for Global Enterprise; and the School’s Centre of Excellence in Responsible Business.
−New and proposed facilities for expansion of research programs dedicated to specific industries, including the NOESIS Lab for researching consumption and consumer behaviour; and a future Visualization Lab to enhance industry decision-making using data analytics that will be part of a proposed Centre of Excellence in Business Analytics.
−Designed to be one of the most environmentally sustainable academic buildings in Canada, using Thermally Active Building Design, maximizing opportunities for natural ventilation, daylighting and solar energy harvest and minimizing unwanted solar heat gain. A tall solar chimney will provide free cooling and ventilation in spring and fall as well as passive solar preheating of mechanical air ventilation in winter.. The new building, which will feature green rooftops and a rainwater recapture system, will be targeting LEED Gold Certification.

The Central Utilities and Co-Generation Upgrade Project ($15M total cost including $7.1M Federal, $2.6M Provincial and $5.3M 91��ɫ) will replace old equipment in the 1964 Central Utilities Building at 91��ɫ’s Keele campus with new equipment. 91��ɫ’s Central Utilities Building generates high pressure steam to heat 85 buildings and disinfect research equipment, and chilled water for cooling research buildings and equipment, as well as laboratory environmental chambers.�� Power is generated and distributed through 91��ɫ’s Co-generation plant.
−Modernization of chiller, steam and electrical power generation, including replacement of boilers and gas turbines that are obsolescent.
−More capacity for expansion, reduced operating costs, improvements in infrastructure reliability and reduced greenhouse gas emissions.
-Upgrades to 91��ɫ’s Central Utilities District Energy System to reduce water and greenhouse gas emissions footprint, and improve reliability.

91��ɫ’s Glendon Campus is celebrating its 50^th anniversary this year with an official commitment to provide French-language programs and services and bilingual education for many more years to come.

The Ontario government has granted 91��ɫ partial designation under the French Language Services Act, which designates the Glendon Campus as a French-language service provider. This partial designation formalizes the university’s commitment to provide francophone and bilingual education now and into the future.

“This is a wonderful acknowledgement of 91��ɫ’s dedication to bilingual education, and of our commitment to provide increased access to francophone students,” said 91��ɫ President and Vice-Chancellor Mamdouh Shoukri. “The bilingual nature of the Glendon campus makes it a key player in the development of the Francophone community in central and southwestern Ontario, where nearly half of French-speaking Ontarians will reside by 2020.”

Approximately 700 francophone students attend Glendon along with 2,000 francophiles who chose the bilingual campus in order to immerse themselves in a second language. Students choose from more than 20 undergraduate programs, two professional programs (education and translation), seven certificates and four master’s degree programs (in French Studies, translation, conference interpreting and public and international affairs), as well as a PhD program in Francophone Studies.

“Partial designation ensures that funding for French-language programs is protected, and 91��ɫ, through Glendon, is committed to expanding those programs,” said Provost and Vice-President Academic, Rhonda Lenton. “This year, Glendon launched science programs in biology and psychology, and next fall it will offer new programs in business and communications.”

Glendon Principal Donald Ipperciel said this announcement is particularly meaningful as Glendon celebrates its 50^th anniversary.

“Glendon has grown beyond its original vision to embrace internationalization and is carrying its tradition of liberal arts programming into new professional programs,” said Ipperciel. “We are the only university campus in southern Ontario to offer a range of university programs in French and we are adding new programs to ensure we continue to meet the needs of francophone students and employers.”

The Hon. Reza Moridi, Minister of Training, Colleges and Universities, announced the partial designation today.

“Our government is proud to grant 91��ɫ, Glendon Campus partial designation as a French-language service provider. Ensuring that francophone students in Ontario have widespread access to quality French-language programs is a key priority for our government, and I look forward to continuing to work with our institutions to support environments that allow students to learn in their own language and get the skills they need to get good jobs,” he said.

The Hon. Madeleine Meilleur, Minister Responsible for Francophone Affairs, will speak at the closing ceremony of the annual Toronto Francophonie Forum later today.

“The designation reflects 91��ɫ’s commitment towards French-language postsecondary education. It strengthens access to College and University-level studies and programs in French as well as representing an important lever for fostering the growth of the Francophone community. This is a significant investment in the province’s prosperity,” she said.

Partial designation requires universities to take a number of steps including the following:�� ensure an active offer of services in French and create a complaint process for students to evaluate the quality of those services; ensure effective representation of Francophones on the Board of Governors and university committees as well as in management, and make the Board and senior managers accountable for the quality of French language services.

91��ɫ has established an Advisory Board on Francophone Affairs, has appointed two Francophones to its Board of Governors and is partnering with a number of other educational institutions in Ontario to improve access to postsecondary programs for Francophones and Francophiles.

The 91��ɫ community is disappointed to hear about the position taken in the permanent residency application of one of our celebrated academics, Felipe Montoya. Professor Montoya was notified by Citizenship & Immigration Canada (CIC) that his 13 year old son has been deemed "inadmissible" because he has Down Syndrome.

Professor Montoya remains in Canada and has 60 days to respond, after which the CIC will make a final decision about the application. If the decision is negative, Professor Montoya plans to appeal.

“Not only does Felipe exemplify the incredible contributions of immigrants seeking new lives in Canada, he is also an active leader in 91��ɫ’s and Ontario’s internationalization efforts,” said Rhonda Lenton, Provost and Vice-President Academic, 91��ɫ.

Professor Montoya is currently the Director of the Las Nubes Project, a rainforest in Costa Rica which was generously donated to 91��ɫ by Dr. Woody Fisher. He holds the James and Joanna Love Chair of Neotropical Conservation, dedicated to protecting this rainforest habitat through an agreement with Costa Rica's Tropical Science Center.

“Felipe and his family have my full support, the support of President Shoukri, the Faculty of Environmental Studies and Las Nubes donors,” said Noël Sturgeon, Dean of the Faculty of Environmental Studies. "We urge Citizenship & Immigration Canada to seek whatever flexibility they have to award Professor Montoya and his family permanent residency and avoid the loss of a respected professor who is leading an innovative conservation project in Costa Rica on behalf of our University.”
