Rebecca Irwin is 91亚色鈥檚 first associate director research security, effective October 10. 

Prior to joining 91亚色, Irwin worked for the Government of Canada, both in Ottawa and Toronto, on national security priorities. In her 16 years with the federal government, she managed teams and projects in the national security space and has experience on issues impacting research security.

鈥淢s. Irwin has the vital skills and experience to safeguard 91亚色鈥檚 growing research and innovation enterprise and serve as its key liaison to government and agency officials on risk management and compliance,鈥 said Jennifer MacLean, assistant vice-president innovation and research partnerships. 鈥淗er direction on security issues will ensure 91亚色 researchers are well-protected in their international collaborations and are well-equipped to fulfill all government funding requirements.鈥

In her new role in the Office of the Vice-President Research & Innovation (VPRI), Irwin will lead the development and implementation of the University鈥檚 research security strategy related to funding, partnerships, commercialization, data governance, cybersecurity and associated policies, procedures and programs.

She will advise 91亚色 faculty on security best practices, oversee the review of select research agreements and support the research community with adherence to rules and regulations related to the legal protection of intellectual property and export control.

鈥淚 am delighted to join 91亚色 and support its community of changemakers navigate the evolving landscape of research security protocols,鈥 said Irwin, who holds a master鈥檚 degree in international relations from the University of Warwick and a bachelor鈥檚 degree in history from Western University. 鈥淚 welcome the opportunity to champion the University鈥檚 interests in global research partnerships, strengthen institutional safety and security, and empower 91亚色鈥檚 innovative researchers to excel in their work.鈥

Recently, in the face of new geopolitical realities, safeguarding the international research activities of Canadian universities has become more and more of a government priority, at both the federal and provincial level. Research-intensive universities across the country are in consultation with government funding agencies, Public Safety Canada, and groups like the Ontario Council of Ontario Research (OCUR) to establish greater alignment and coordination on new and emerging security guidelines.

91亚色 Professor Richard Weisman is the co-editor of a new book聽Remorse and Criminal Justice: Multi-Disciplinary Perspectives聽published Nov. 29 by Routledge.

Weisman is Professor Emeritus in the Law and Society Program in the Department of Social Science in the Faculty of Liberal Arts & Professional Studies. 聽For the past two decades, his research has centered on exploring the interpenetration of law and moral regulation as well as the interrelationship between legal discourse and popular discourse.

Remorse and Criminal Justice: Multi-Disciplinary Perspectives is a multi-disciplinary collection of essays that brings together original contributions on current thinking about the nature and place of remorse in the context of criminal justice. Despite the widespread and long-standing nature of interest in offender remorse, the topic has until recently been peripheral in academic studies. Weisman worked with co-editors Steven Tudor (La Trobe University, Australia), Michael Proeve, (University of Adelaide, Australia), and Kate Rossmanith (Macquarie University, Australia) to bring together a diverse array of contributors who are scholars from North America, the United Kingdom, Europe, South Africa and Australia, and from diverse academic disciplines. The resulting text reflects on the role of remorse in law, for better or for worse; on how expressions of remorse are affected by the legal contexts in which they arise; and on the impact of these expressions on the individual, the court and the community.

The book is divided into four parts 鈥 Part one, 鈥淛udging Remorse,鈥 addresses issues concerning the task of assessing remorse in the courtroom, usually prior to determining sentence. Part two, 鈥淩emorse Beyond the Courtroom,鈥 explores the place and significance of remorse in various post-court settings. Part three, 鈥淩emorse, War and Social Trauma,鈥 addresses remorse in the context of political violence and social trauma in the former Yugoslavia and South Africa. Finally, Part four, 鈥淩eflections,鈥漵eeks to underscore the multi-disciplinary and inter-disciplinary nature of the collection through personal and disciplinary reflections on remorse.

91亚色 and partners invite students to join the International Indigenous Student Exchange Knowledge Fair on聽Dec. 16 and 17聽from 7 to 10 p.m.

Understanding Indigeneity transcends national and regional contexts, and 91亚色 has launched the International Indigenous Student Exchange Program to provide opportunities for dialogue and collaboration between Indigenous students at 91亚色 and their peers in Australia, Costa Rica, Ecuador, Mexico and the Philippines.

The event will feature many participants who will share their stories and engage meaningfully with the participants in an effort to expand their understandings about global Indigeneity. The Knowledge Fair is a two-day virtual showcase, where students will share culminating projects and reflections covering a range of topics, including Indigenous knowledges, cultures and histories, healing trauma through art, gender, disrupting colonial spaces and re-Indigenization movements.

The Schulich Executive Education Centre (SEEC) and the Krembil Centre for Health Management and Leadership announced a partnership to enhance and enrich Schulich鈥檚 executive/continuing education for the healthcare sector. The new partnership, announced Dec. 6, will create relevant, cutting-edge, evidence-based development paths for people in the healthcare industry at any stage in their careers.

Relational assets or liabilities? New research out of the Schulich School of Business examines competition, collaboration and firm intellectual property breakthrough in the Chinese high-speed train sector.

How does government coordination in the strategic sectors affect the impact of relational resources on firm intellectual property (IP) development in emerging economies?

A research team led by Professor Justin Tan of 91亚色鈥檚 Schulich School of Business attempted to address this question by investigating innovative performance in China鈥檚 high-speed train sector.

The research, reported in a new paper recently published in the Journal of International Business Studies, challenged some widely held conventional wisdom. For instance, contrary to prior findings that international joint ventures (IJVs) lead technological innovation in the emerging economies, IJVs under-perform in IP development in the context of China鈥檚 high-speed train sector, whereas government-affiliated domestic firms out-perform.

The authors argue government coordination in the strategic sector has escalated cross-border competitive tension but facilitated domestic collaborative innovation. Hence, IJVs face relational liabilities that hinder IP breakthrough, whereas government-affiliated domestic firms can leverage relational assets for innovation. The authors further examine the effects of ego-network density in the innovation network, which captures the degree to which a firm relies on partners to innovate. Consistent with this theory, innovation network density hampers IP development for the IJVs but promotes it for the government-affiliated domestic firms.

The findings, based on comprehensive proprietary panel data from 1993 to 2014, offer actionable insights for innovation managers and policymakers in the strategic sectors. Firm managers should consider the potential influences from government coordination when acquiring relational resources for innovation. Policymakers should keep in mind how government actions may influence both inter-firm collaboration and competition when building an innovation network. Given the significant role, Canadian companies such as Bombardier have played in the development of the Chinese rail transportation equipment manufacturing industry, and many other key suppliers who are customers, suppliers, research and development partners, and competitors, this line of research has profound implications for vital Canadian economic interests.

The research paper, titled 鈥淩elational Assets or Liabilities? Competition, Collaboration, and Firm Intellectual Property Breakthrough in the Chinese High-Speed Train Sector,鈥 was co-authored by Aurora Liu Genin (PhD, Schulich), assistant professor of management at the University of Massachusetts Amherst in the U.S.; Tan, professor of management and the Newmont Chair in Business Strategy at the Schulich School of Business in Canada; and Juan Song, professor of management at Central South University in China. It is part of a comprehensive research project about governance reform, innovation and technology development in the rail transportation equipment manufacturing industry. Another research paper from the project was also published in the Journal of International Business Studies in 2021 (鈥淪tate Governance and Technological Innovation in Emerging Economies: State-Owned Enterprise Restructuration and Institutional Logic Dissonance in China鈥檚 High-Speed Train Sector鈥).

An undergraduate summer research project selected for the Faculty of Liberal Arts & Professional Studies鈥 (LA&PS) Dean鈥檚 Award for Research Excellence (DARE) program in 2020, has shown that mentorship between faculty and students can have a long-lasting impact.

The DARE award offers Faculty of Liberal Arts & Professional Studies undergraduate students the opportunity to participate in research projects under the supervision and guidance of a faculty member from May to August. For Joanne Ong, who was selected for her sociology research project 鈥淐hina鈥檚 Urbanization in the Urban Age: A Scenic Approach,鈥 the four-month collaboration with LA&PS Assistant Professor Cary Wu was the beginning of a mentorship that would chart the course for the next phase of her academic career.

Having now completed her BA in sociology, Ong is pursuing a master鈥檚 degree in sociology at 91亚色 鈥 and still working closely with Wu, whose mentorship she says was instrumental to her decision to apply to graduate studies in the subject.

鈥淔rom DARE, I came to know that the desire to learn requires I be critical, persistent and focused on the experience, not just exposed to the material,鈥 Ong said after her participation in the program. 鈥淏y reconsidering my outlook, I was able to transform my learning strategies and develop a greater sense of curiosity.鈥

As a DARE student, Ong had the unique opportunity to work with Wu and learn to engage with literature and understand the crucially important but difficult process of writing with data in a way that turns data-based conceptualizations and research into engaging storytelling that is cogent and clear.

Ong says by working under Wu, she also developed a number of soft skills from the professor鈥檚 effective feedback and guidance on her work. Working with Wu, she said, was one of the 鈥済reatest highlights and learning experiences鈥 of her undergraduate studies.

During her undergraduate studies, Ong also published an article in  that examined what makes in-person classes unique and different from online-learning. Through discussion, 14 students who connected with each other through Wu鈥檚 Research Methods sociology courses, identified seven main themes that outline why students prefer in-person instruction. A summary of the seven elements are outlined in this .

Ong and Wu have continued to collaborate on research during Ong鈥檚 graduate studies, and the 2020 DARE project has resulted in a co-authored review essay titled 鈥淎 scenic walk through Brenner鈥檚 New Urban Spaces in Toronto鈥 in the journal International Sociology where Ong and Wu use images taken in the city of Toronto to interpret and visually explain some of critical urban theorist Neil Brenner鈥檚 influential book . It was published in November 2021.

The research, says Wu, is about how to theorize the urban and urbanization process in today鈥檚 global urban age.

鈥淓verywhere is urban. How do we study the urban and urbanization process? We collect data through walking the city of Toronto and use photographs to explore the visible and hidden scenes of urban life,鈥 says Wu. 鈥淲e highlight the importance of focusing on all kinds of urban elements such as demographics, amenities, and activities as well as sounds and smell to capture the core meanings of urbanity and how they shape social life. The research encourages us to think of urban places as scenes.鈥

Ong鈥檚 research interests also include the neighbourhood effect and inequalities across social categories of race and gender. Under the supervision of Wu, she is currently researching how the gender confidence gap varies throughout the life course using quantitative methods.

Today, 91亚色 launches its聽Action Plan聽on Black Inclusion:聽A Living Document for Action. The document outlines a series of strong and accountable commitments and is informed by input received from the community.

Over the past year, 91亚色, with the help of community members, has intensified its efforts to address systemic anti-Black racism at the University.

In February 2021, following meetings with more than 200 Black community members and other stakeholders, the University released two significant documents for further consultation: Addressing Anti-Black Racism: A Framework on Black Inclusion, and the accompanying Draft Action Plan on Black Inclusion.  A  was held in March 2021 to seek input from faculty, staff and students, followed by a subsequent round of consultations resulting in broad feedback and suggestions from community members across the University. An important theme throughout the consultations was the need for action even while recognizing that input would be ongoing and continue to shape annual priorities. 

We are therefore pleased to be announcing today the launch of 91亚色鈥檚 first Action Plan on Black Inclusion: A Living Document for Action. The framework and action plan are both available on the Addressing Anti-Black Racism at 91亚色 website

The action plan outlines a series of strong and accountable commitments informed by the input received, marking an important step that 91亚色 is making to combat anti-Black racism and provide equitable access to learning, teaching, research and professional environments. Commitments in the action plan include: hiring a minimum of 12 new Black faculty members by 2023; creating a new physical space to facilitate meetings among Black faculty, staff and students; increasing funding for scholarships, bursaries and other forms of financial aid in support of Black students; developing Black scholarship incentive grants to support research grant applications; and establishing a new, culturally safe tool for complaints about racial discrimination and harassment, available in English and French.

This work is already well underway, and we are pleased to report on some of the important steps that have already been taken at an institutional level as well as in local units:

  •  have been welcomed to the University, with one additional Black faculty member confirmed for 2022. 
  • A new  was launched specifically for Black and Indigenous applicants, with this year鈥檚 four recipients announced in August 2021.
  • A  was launched by the Faculty of Liberal Arts & Professional Studies.
  • $150,000 has been committed to support Black scholars in 2021-22, and consultation has begun on the formation of a funding program for Black scholars, with the goal to launch by early 2022. As part of a $2.25 million commitment over the next three years to advance equity, diversity and inclusion through community engagement and research activities, $50,000 per year has been committed to Black community engagement projects and $250,000 per year to Black research and knowledge mobilization projects, beginning in 2022.
  • $100,000 has been committed to support the activities of 91亚色鈥檚 Centre for Research on Latin America and the Caribbean (CERLAC) and the Harriet Tubman Institute ($50,000 per research unit). 
  • The Department of Community Safety has taken steps to undertake a review of services and to explore alternative community safety models.
  • The Centre for Human Rights, Equity and Inclusion continues to offer its  to community members, and to record numbers of participants.
  • The  recruitment and student support hub was launched to support Black student achievement.
  • The  was launched by the Glendon Race Equity Caucus. 
  • New Human Rights Policy and Procedures were approved by the Board of Governors in June 2021.

We have committed to the Action Plan on Black Inclusion being a living document, open to review, and evolving over time. This approach allows us to move forward with the urgent action that is needed while at the same time appreciating that changes may be required as circumstances change. We will also be reporting back to the community on our progress in implementing the action plan on an annual basis. We anticipate that the first progress report will be released in February 2022.

We are also pleased to share that 91亚色 signed on to endorse the Scarborough Charter on Anti-Black Racism and Black Inclusion in Canadian Higher Education on Nov. 18, 2021. Endorsement of this charter is continued affirmation of 91亚色鈥檚 commitment to addressing the systemic anti-Black racism that pervades academia, and to fostering pan-Canadian communities of learning that build inclusive, substantive equality.

Bringing about systemic change is everyone鈥檚 responsibility. We call on all members of the 91亚色 community to read the Framework on Black Inclusion and Action Plan on Black Inclusion: A Living Document for Action, as well as the Scarborough Charter. We also encourage community members to identify actions in their individual, divisional and unit work to address anti-Black racism and white supremacy.

Au cours de l鈥檃nn茅e 茅coul茅e, l鈥橴niversit茅 91亚色, avec l鈥檃ide des membres de sa communaut茅, a intensifi茅 ses efforts pour lutter contre le racisme anti-Noirs syst茅mique 脿 l鈥橴niversit茅.

En f茅vrier 2021, 脿 la suite de r茅unions avec plus de 200 membres de la communaut茅 noire et d鈥檃utres parties prenantes, l鈥橴niversit茅 a publi茅 deux documents importants en vue d鈥檜ne consultation plus approfondie : Lutte contre le racisme anti-Noirs 鈥 cadre d鈥檌nclusion des personnes noires et le document connexe 脡bauche d鈥檜n plan d鈥檃ction sur l鈥檌nclusion des personnes noires. Une  a 茅t茅 tenue en mars 2021 pour recueillir les commentaires du corps professoral, du personnel et de la communaut茅 茅tudiante. Puis une s茅rie de consultations a permis de recueillir de nombreuses contributions et suggestions de la part des membres de toute l鈥橴niversit茅. Un th猫me r茅current tout au long des consultations 茅tait la n茅cessit茅 d鈥檃gir, tout en reconnaissant que la collecte des contributions serait r茅guli猫re et continuerait 脿 d茅terminer les priorit茅s annuelles. 

Nous sommes heureuses d鈥檃nnoncer aujourd鈥檋ui le lancement du tout premier Plan d鈥檃ction sur l鈥檌nt茅gration des personnes noires : un document 茅volutif pour passer 脿 l鈥檃ction. Le Cadre et le Plan d鈥檃ction sont disponibles sur la page Web de 91亚色 : Addressing Anti-Black Racism.

Le plan d茅crit une s茅rie d鈥檈ngagements forts et responsables, fond茅s sur les contributions re莽ues, marquant une 茅tape importante dans la lutte de 91亚色 contre le racisme anti-Noirs et vers la r茅alisation d鈥檜n acc猫s 茅quitable aux environnements d鈥檃pprentissage, d鈥檈nseignement, de recherche et de travail. Ce travail est en bonne voie, et nous avons le plaisir de rendre compte de certaines mesures importantes d茅j脿 茅t茅 prises au niveau institutionnel ainsi que dans les unit茅s locales :

  •  ont 茅t茅 accueillis 脿 l鈥橴niversit茅, et un autre membre noir du corps enseignant a 茅t茅 confirm茅 pour 2022.
  • Le nouveau  a 茅t茅 lanc茅 sp茅cifiquement pour les candidates et candidats noirs et autochtones. Les quatre laur茅ats de cette ann茅e ont 茅t茅 annonc茅s en ao没t 2021.
  • Un programme de mentorat  a 茅t茅 lanc茅 par la Facult茅 d鈥檃rts lib茅raux et d鈥櫭﹖udes professionnelles.
  • 150鈥000 $ ont 茅t茅 engag茅s pour appuyer les universitaires noirs en 2021-2022. Une consultation a 茅t茅 lanc茅e sur la formation d鈥檜n programme de financement pour les universitaires noirs, dont le lancement est pr茅vu au d茅but de l鈥檃nn茅e 2022. Nous nous sommes engag茅es 脿 ce que le Plan d鈥檃ction sur l鈥檌nt茅gration des personnes noires soit un document vivant, ouvert 脿 la r茅vision et 茅voluant dans le temps. Cette approche nous permet d鈥檃ller de l鈥檃vant en prenant les mesures urgentes qui s鈥檌mposent, tout en sachant que des changements peuvent 锚tre requis en fonction de l鈥櫭﹙olution des circonstances. 91亚色 is investing more than $3.5 million in interdisciplinary research with a focus on the United Nations Sustainable Development Goals that could have real-world, global impact through its Catalyzing Interdisciplinary Research Clusters (CIRC) initiative.

The initiative will help fund research excellence for interdisciplinary projects in strategic areas, including artificial intelligence and society, digital cultures and financial technologies (fintech), disaster and risk governance, as well as 91亚色鈥檚 new Markham Campus and the proposed Vaughan Healthcare Centre Precinct.

Today, 91亚色 announces the first recipients of the new CIRC funding valued at $150,000 per year over three years for each research cluster, through the Office of the Vice-President Research & Innovation.

鈥91亚色 is a dynamic, research-intensive university that is committed to enhancing the well-being of the communities we serve,鈥 said Rhonda Lenton, president and vice-chancellor. 鈥淲e work to address society鈥檚 most urgent demands by supporting research excellence, interdisciplinary knowledge translation, and collaborative partnerships that expand the influence of scientific discovery. The inaugural recipients of the Catalyzing Interdisciplinary Research Cluster grants are producing ground-breaking discoveries in a wide variety of fields; making impactful contributions towards 91亚色鈥檚 Strategic Research Plan and University Academic Plan, as well as the United Nations Sustainable Development Goals; and driving positive change in our local and global communities.鈥

The projects are as follows:

Collaborative Technology for Healthy Living led by Professor Robert Allison of the Lassonde School of Engineering (Lassonde).

AI Systems: Engineering, Governance & Society led by Associate Professor Giuseppina D鈥橝gostino of Osgoode Hall Law School (Osgoode) with co-applicants Associate Professor James Elder of Lassonde and Professor Marin Litoiu of the Faculty of Liberal Arts & Professional Studies (LA&PS).

Digital Justice led by Associate Professor Patricio D谩vila of the School of Arts, Media Performance & Design (AMPD) with co-applicant Associate Professor Ganaele Langlois of LA&PS.

Digital Currencies led by Professor Joann Jasiak of LA&PS with co-applicant Associate Professor Henry Kim of the Schulich School of Business.

Indigenous Climate Leadership and Self-Determined Futures led by Associate Professor Deborah McGregor of Osgoode and the Faculty of Environmental and Urban Change (EUC) with co-applicant Assistant Professor Angele Alook of LA&PS.

Partnership for Youth & Planetary Wellbeing led by Kate Tilleczek of the Faculty of Education with co-applicants Associate Professor Deborah McGregor of Osgoode and EUC, Professor James Orbinski of the Faculty of Health and Postdoctoral Fellow James Stinson of the Faculty of Education.

Disaster and Health Emergency Urban Systemic Risk Transformation Cluster led by Professor Jianhong Wu of the Faculty of Science with co-applicant Associate Professor Afshin Rezaei-Zare of Lassonde.

鈥91亚色 is pleased to invest in interdisciplinary research clusters that will continue to facilitate our leadership in research that aims to have a transformative impact on society,鈥 said Amir Asif, vice-president research and innovation. 鈥淭he CIRC funding is bringing together talented researchers from across disciplines to address questions of global importance, such as health and the environment, enhancing the diverse socioeconomic impacts of our research.鈥

In addition, six other highly ranked proposals will each receive interim one-year funding of $75,000.
