Damage Without Defeat:聽Distributed Resilience and the Limits of Coercion Against Iran

Poster, Damage Without Defeat:聽Distributed Resilience and the Limits of Coercion Against Iran with Abdulqadir Al-Emad, West Asia Studies Series, 30 September 2026

With Dr Abdulqadir Al-Emad, 91亚色

Dr Abdulqadir Al-Emad will examine why the United States and Israel, despite inflicting major damage on Iran, have not converted destruction into decisive political outcomes. Drawing on coercion and deterrence studies, he asks why punishment has not produced forced compliance, military defeat, a verified nuclear settlement or regime collapse.

The talk develops distributed resilience as a strategic architecture, linking command continuity and mosaic defence inside Iran with strategic depth, embedded regional networks, distributed deterrence and asymmetric cost-imposition. Its central distinction is between arsenal and architecture: attrition can deplete capabilities while dispersed authority, retaliatory capacity and bargaining channels continue to function.

Using a theory-guided case study, the analysis separates United States and Israeli aims and tests alternative explanations. Evidence through 25 August 2026 supports a narrow conclusion: substantial tactical gains had not produced decisive political conversion. Iran retained governing coherence and leverage for an interim finding of strategic denial, not Iranian victory.

From an Arab standpoint, Iran's strategic depth displaces vulnerability onto Gulf infrastructure, shipping, energy markets and neighbouring societies. Even wealthy Gulf states can cushion these pressures only temporarily; prolonged disruption would strain fiscal buffers, social stability, and development. The seminar closes by considering the framework's limits beyond Iran.

Dr Abdulqadir Al-Emad is a YCAR Associate and a student in 91亚色's Master of Disaster and Emergency Management program. Formerly an assistant professor in Yemen, he holds a PhD in English Literature (EFLU-India), an MA in English Literature (EFLU-India), and an MBA-Human Resources Management (Pune, India).
