
Hamilton's general manager of planning and economic development has been placed on leave after it was discovered he has been moonlighting as a consultant in his own firm.  Â
Zachary Spicer, an associate professor in the School of Public Policy & Administration, weighed in, saying that it has become increasingly common for public servants to have side gigs, as senior-level salaries are no longer on par with those in the private sector. How these instances of outside employment should be handled is an ongoing discussion within the public service. Â
Spicer holds a PhD in Political Science from the University of Western Ontario. His research interests include politics and government, public administration, local government, smart cities, data governance and innovation policy.
