This iteration of the University Academic Plan for 2026 to 2030 serves as a bridge from the major expansions of the 2020-2025 Plan, to consolidate and protect our achievements and priorities as we navigate a time of constraint and uncertainty, towards what we hope will be a more stable landscape as we enter the 2030s.

It is time to take stock of where we are amid the external and internal planning environments, particularly as constraints and challenges persist. Therefore, this UAP calls for consolidation and continuity on the progress made during the last six years as resources permit to ensure quality over quantity. It is grounded in a focus to forge ahead to advance the goals still in progress and critical new priorities, specifically on the overarching themes of:

  • strengthening interdisciplinarity in programs to meet student need and demand
  • protecting 91亚色鈥檚 world-class academic leadership in the arts and humanities
  • building supports for research intensification
  • maximizing research and community engagement opportunities arising from the launch of the medical school
  • strengthening the student experience, advancing experiential education / career readiness opportunities and developing supports for students with students
  • addressing AI challenges and responsibly responding to opportunities for students and instructors
  • maintaining 91亚色鈥檚 leadership in areas of the UN鈥檚 Sustainable Development Goals

We remain driven to build a better future, as called to do by the prior UAP, and will use the new UAP as a planning platform for decision-making in this time of both instability and opportunity. Echoing and extending the prior UAP鈥檚 priorities, six overarching principles of this Plan underpin value-based parameters to ensure our decisions and actions are grounded in and guided by core commitments:

  • A Forward-Looking Teaching & Learning: We commit to offering students knowledge and skills and to building their capacities to grow and adapt amid change, challenge, and opportunity.
  • A Creating for Today and Tomorrow: We commit to serving as a springboard for research, art, and invention that contribute to social justice and the public good, today and into the future.
  • A Pathways to Thriving and Success: We commit to supporting students鈥 academic and professional achievement alongside their broader well-being while at 91亚色 and afterward.
  • A Working as Partners: We commit to cultivating reciprocal, mutually beneficial relationships within 91亚色 and with those around us in order to be an integral contributor to the region.
  • A Expanding Global Connections: We commit to broadening and deepening our global relations, awareness, and sense of interdependence with others around the world.
  • A Living Well Together: We commit to embracing 91亚色鈥檚 diversity as one of its core strengths and to promoting a sense of shared purpose, respect, and cooperation among our many communities.

Using principles to frame the 2026-2030 UAP gives the plan both the staying power and flexibility needed to navigate the changeable terrain and conditions ahead of us. Amid dynamic circumstances, resources, and opportunities, principles can keep us on track.

They focus our attention on pathways that align with our values, filter out those that do not, and motivate us to move forward by tapping into what we care about. Principles can unify us by establishing a shared vision and set of parameters.

At a university as large and diverse as 91亚色, this range of possibilities allows the UAP to be practical and relevant across many constituencies. Throughout the Plan, we incorporate objectives and high-level actions as pathways to desired outcomes, not as a strict prescription, but as an open invitation to all 91亚色 community members to put the principles into practice in ways that are best suited and most meaningful to them.

Finally, organizing our UAP around principles is an opportunity to showcase what distinguishes 91亚色. While universities have many of the same institutional priorities and goals, the path we take to reach them 鈥 guided by our commitments and conviction鈥 is a chance to demonstrate what sets 91亚色 apart.

91亚色鈥檚 roots lie in a boldly progressive charge to become a 鈥渘ew university鈥 that is unbound by convention and unafraid of change. This origin continues to define and drive us, energizing our efforts to expand access to knowledge, learning, and possible futures, to generate transformative research and creative arts, and to prepare a diverse body of students to realize their potential and contribute to the world around them. It is why 91亚色 stands at the forefront of innovative theories, practices, and technologies that serve the public good and leads the way in advancing the SDGs and broader aims of social justice, reconciliation, and sustainability. It also enables us to evolve with coherence and purpose, integrating growth such as the Markham Campus and School of Medicine into a collective institutional identity and fortifying the campus life and community that underpin our academic mission. At a time when the pace and scale of change can feel disorienting, it is both stabilizing and motivating to recall 91亚色鈥檚 founding embrace of change: an orientation that allows us to look forward and outward as we respond to contemporary challenges and forge a path toward a more just future through knowledge.

The University Academic Plan and its role

91亚色鈥檚 first University Academic Plan was approved by Senate in 1988. The framework supplied by Senate鈥檚 UAP is one of the factors that has helped 91亚色 intentionally grow into the comprehensive 鈥 and now medical doctoral 鈥 university that it is today. The UAP also provided the basis for planning alongside its geographical expansion. Now with multiple campuses in the middle and centre of the Greater Toronto Area and 91亚色 Region, 91亚色 is a destination for students from these surrounding communities and a burgeoning hub for serving these locations. The University鈥檚 satellite eco-campus in Costa Rica also makes 91亚色 an international university with a global outlook. 91亚色鈥檚 current student cohort includes 47,500 undergraduates and 6000 Masters and PhD candidates strong, with a dedicated complement of 1700 full-time and 2135 contract faculty members.

The University Academic Plan typically covers a five-year period to express the University鈥檚 values, identify its strengths and aspirations, embody its commitment to academic diversity, prioritize its goals and guide near-term planning. The document should be understood as a compass to guide academic planning rather than a blueprint.

Although strategic and focused, the UAP is a 鈥渉igh-level鈥 document that emphasizes broad priorities. Its objectives are nevertheless measurable for assessment and accountability. Monitoring of outcomes occurs through Faculty reporting to the Provost and annual reports to the Senate Academic Policy, Planning & Research Committee on progress made and challenges encountered in advancing the short-term priorities.

Our values

It is essential in an academic plan to articulate the values that underpin the University鈥檚 priorities. Guided by 91亚色鈥檚 mission and vision, the University鈥檚 enduring and distinctive values are as follows:

  • Excellence: 91亚色 strives for excellence in teaching and learning (or pedagogies), academic programs and research/scholarly/creative pursuits enriching as well as educating, enabling as well as informing through fostering intellectual curiosity, innovation, and creativity.
  • Progressive: 91亚色 is open-minded, forward-looking and flexible. We embrace innovative approaches, technologies and perspectives to solve problems, develop new understandings, solutions and discoveries that have an impact on our world.
  • Diversity and Inclusivity: 91亚色 is welcoming, approachable campuses that embrace global perspectives and diverse in cultures, experiences and way of thinking. It engages communities in collegial dialogue and supporting diversity awareness and cross-cultural knowledge.
  • Social Justice and Equity: 91亚色 is socially responsible and committed to advancing social justice and equity issues to continuously challenge and transform society鈥檚 understanding and existing norms through civic, scientific and cultural actions.
  • Sustainability: 91亚色 values environmental, social and fiscal sustainability through its programs, physical environment, and fiduciary practices.

Outcomes from the 2020-2025 plan amid changes and challenges

The 2020-2025 UAP offered a bold and hopeful vision of what 91亚色 could accomplish through our research, teaching, and partnerships in communities locally, nationally and globally. Over five years of focused attention on the UAP鈥檚 six priorities, 91亚色 made important strides and extended its reach. Two core academic outcomes were the launch of the new campus in Markham, and laying groundwork for the future School of Medicine, to be opened in 2028, which will advance community-based care and health equity.

UN SDG contributions

Interwoven in the 2020-2025 UAP was a collective commitment to Answering the Call of the UN Sustainable Development Goals and advancing 鈥減eace and prosperity for people and the planet, now and into the future.鈥 91亚色 rose to that challenge, championing all 17 SDGs through our research and creative work, in our classrooms, and through institutional initiatives. Our global leadership is reflected in our standing as 38th of over 2500 universities from 130 countries and territories in the 2025 Times Higher Education Impact Rankings. In Canada, scored in the top 10 for 12 of the 17 SDGs, ranking first for SDG 4: Quality Education and second for SDG 5: Gender Equality, SDG 10: Reduced Inequities and SDG 12: Responsible Consumption and Production.

These successes coincided with profound challenges confronting 91亚色 and the surrounding world: a global pandemic; violence stemming from systemic inequities; geopolitical instability and aggression; social fragmentation and polarization; AI and other technologies reshaping how we understand ourselves, others, and the world; and the tolls of ecological imbalance and degradation. 91亚色鈥檚 progress during this period demonstrates the University鈥檚 fortitude, resilience and capacity to respond with creativity, care, and conviction.

Current Context

External Landscape

The external landscape influences how universities operate. Our academic planning needs to be aware of the factors that are creating both challenges and opportunities to make informed decisions; these current factors include:

  • Postsecondary policy frameworks affecting international students鈥 access to post-secondary education in Canada
  • Shifts in government research funding directions new to some universities
  • Geopolitical instability
  • The intensifying impact and disruption of AI developments on teaching, learning, knowledge acquisition, sustainability
  • A fiscally constrained provincial environment, with emphasis on financial sustainability, accountability measures and a shift to performance-based funding indicators and discipline- targeted transfer grants
  • An increasing need for universities to be sources of credible information, critical discourse, community building and stability serving the public good

Internal Landscape

During the life of the 2020-2025 UAP, events were shaped by the deleterious and far-reaching circumstances of the global COVID-19 pandemic that began in early 2020 and reverberated for successive years. The University community made extraordinary shifts in all aspects of its operations to sustain the delivery of its mission during this time, which sparked changes in the ways research, teaching, learning, academic and administrative activities occurred.

A challenging fiscal landscape emerged in the outer years of the Plan. The impact of declining enrolments and government policies contributed to a sizeable budget deficit that required cost containment measures and a focus on revenue generation. A series of financial sustainability projects were launched in 2024-2025 to address the fiscal pressures, some of which encompassed academic planning matters and engaged faculty members in working groups.

These extenuating circumstances led to the decision to extend 2020-2025 UAP by one year to June 2026 for the purpose of allowing time for stabilization.

These circumstances informed the University鈥檚 approach to the next planning cycle and reinforced the need for a focused, sustainable framework for future academic priorities.
